"Wicked problems"

Risk challenges that are aggressive and complicated, as opposed to simple ones. The type of new challenges (that are uninsurable, that internalize risk) that are an expression of Risk Society. Cannot be dealt with by linear technocracy (of risk management) used in modern industrial society.
