The intention of {{c1::the 1944 Education Act}} was to provide {{c2::universal}} and {{c3::free}} {{c4::state primary and secondary}} education. {{c5::Day-release training}} at {{c6::local colleges}} was also introduced for {{c7::employed people}} who wanted {{c8::further education after 15}}, and {{c9::local authority grants}} were given to students who wished to enter what was then essentially free higher education for many students.
