"Fluoroquinolones" are just "quinolones" that have a fluorine atom in their chemical structure. The two terms can be used basically interchangeably because just about every "quinolone" used today in medicine is a "fluoroquinolone"
Nalidixic acid is an example of a "non-fluoroquinolone quinolone" and was developed in the 60s. It isn't used much anymore
