Do LGUs exercise powers over forest lands within their municipalities/cities/provinces even if they're under the management of the DENR?

YES. Forestl ands are not exempt from the territorial application of municipal laws, for local government units legitimately exercise their powers of government over their defined territorial jurisdiction.
